On May 22 and 23, 2025, the very first Digital Law Days (JDN) were held at the Business House in Plateau, Abidjan. This flagship initiative of the Ministry of Digital Transition and Digitalization brought together key stakeholders in the digital ecosystem. VITIB (Village of Information Technologies and Biotechnology) actively participated as a sponsor and strategic partner in Côte d’Ivoire’s digital transformation efforts.
Placed under the theme “Law and Digital Technology for All: Building a Trusted Digital Ecosystem,” this first edition brought together legal professionals, digital experts, academics, institutional stakeholders, and private sector actors to discuss the crucial challenges related to the legal regulation of digital technologies in a context of rapid and profound technological growth.

This first edition of the Digital Law Days represented a major moment of reflection and exchange, marking a decisive step toward building a legal framework adapted to the challenges of the digital era in Côte d’Ivoire.
As the company responsible for promoting and operating the Grand-Bassam Technological Free Zone, VITIB highlighted its expertise in fostering a legal environment conducive to digital innovation, elegantly illustrated through the screening of its institutional video, which strongly reflects its commitment to its digital ecosystem by facilitating the establishment of technology companies and supporting the creation of qualified jobs within its 624-hectare technology park.
To crown the event, this platform also provided an opportunity for the Director General of the Ministry of Digital Transition and Digitalization, Mr. Olivier AVOA, to officially announce the upcoming establishment of the “City of Innovation and Culture” at the VITIB site in Grand-Bassam, a strategic project initiated under the leadership of His Excellency the President of the Republic of Côte d’Ivoire.
This ambitious initiative aligns with the vision of balanced development that integrates both technological progress and the promotion of Ivorian cultural heritage.
Its objective is to foster an ecosystem of talents, businesses, and research centers dedicated to the digital economy, creative industries, and African youth.
VITIB, A Hub for Innovative Projects
The City of Innovation and Culture will provide an integrated urban environment featuring, among others, modern infrastructure, learning spaces, creative hubs, exhibition venues, and experimentation centers at the heart of the Grand-Bassam Technological Free Zone, enabling young people to fully express their creativity. It symbolizes a new era for Côte d’Ivoire — one of African techno-cultural leadership combining expertise, innovation, and digital sovereignty.
